Perseus Land and Developments are bringing forward plans for a much needed 64-bedroom residential care home, to meet the needs of the local ageing population, on land adjacent to the Pilot Inn Pub, Hardwicke.

The vision

The vision seeks to deliver a much needed 64-bedroom new residential care home scheme, including resident communal spaces, nature rich landscaping and sun orientated gardens to create a high-quality, welcoming scheme that prioritises residents’ wellbeing.

The need

There is need to provide new care home places locally, with Stroud District Council identifying that there is an unmet need of 280 care home places. This application is supported by policy DCP2 of the emerging Stroud Local Plan which supports providing accommodation for older people and people with mobility issues.

Additionally, Gloucestershire County Council projects that a disproportionately large amount of the forecast county’s population growth will be within the older adults age group, with the largest increase being those aged 85+.

For Stroud District, the projected increase in population until 2043 is:

  • 18-64: 4%

  • 65-84: 29%

  • 85+: 78%

Given the large increase we are expecting to see in Gloucestershire of people aged 85, it is expected that we will see a significant increase in demand for older adults’ care services over the next 20 years.

Carterwood, a multi-award-winning consultancy dedicated to social care, have reviewed the planned supply of care homes and there are currently no planning applications which have been submitted to Stroud District Council to deliver care home accommodation within the locality. This suggests that the current care home provision comprises of old stock and lower quality accommodation


Site context

The proposed site is located on land just east of the Pilot Inn Pub. The site measures approximately 1.2 acres and features an undeveloped open grassy area. It is not covered by any environmental or ecological designations and is located entirely within Flood Zone 1 and so is at the lowest risk of flooding from rivers and sea. The site is bordered by dense trees, providing natural privacy, complemented by a continuous hedge. South of the site are residential developments, which were constructed in 2013.

In the draft Stroud Local Plan, the site has also been allocated for residential development, demonstrating the site’s suitability for a proposed care home.
